Below are the most current Public Housing Assessment Scores (PHAS) for each authority. The purpose of PHAS is to function as a management tool that effectively and fairly measures a PHA’s performance based on standards that are objective, uniform and verifiable.The PHA is scored on performance based on evaluation of four indicators: physical condition, financial condition, management operations, and the PHA’s management of its Capital Fund program. A PHA receives a status designation corresponding to its final PHAS score as follows: (a) High performer. (1) A PHA that achieves a score of at least 60 percent of the points available under each of the four PHAS Indicators and  achieves an overall PHAS score of 90 percent or greater of the total available points under PHAS shall be designated a high performer. All four PHA’s have consistently scored as “High Performers” based on the scoring criteria.
